Go and check if c:\windows\system32 has gpedit.msc if doesnt have put your xp
cd to cdrom click start - run - type "cmd" without quotes and press enter
type "expand d:\i386\gpedit.ms_ c:\windows\system32\gpedit.msc" without
quotes and press enter. This will fix it.
 
Hmm, the gpedit.msc file is already in the path

There is also a dir called GroupPolicy in the system32.
in there 1 file, gpt.ini -> 1kb
2 dirs: User -> empty
and Machine -> Registry.pol -> 1kb

i dont know if it matters, but a little empty ;)
