Groupings in report

I cannot figure out how to design a report that will give me the following
groupings: Circle Leader, Co-Circle Leader, Bible Leader, and Circle Member
with the names of the person/people under each grouping. I know there must
be a simple way, but it eludes me. The groupings, of course, along with the
names are available to me through a select query. I have tried various
settings in Sorting and Grouping but to no avail. I would like to produce a
report like the one below. Any suggestions?

Create a report that has the CircleNumber as the primary sorting field
followed by [CircleTitle] followed by [LastName] and [FirstName]. If you
want them in this particular order, you may need to create a table of each
CircleTitle and an [SortOrder] field.
