Group policy does not apply to groups placed in OUs. The policy processing
goes to where the actual user/computer account is located. That is why it
works when the user account is placed in that OU and not when the group is
placed in the OU.
In order for the policies to apply you would either need to create an OU
structure and apply the policy so the path to the actual account has the
policy set in it or do filtering via permissions on the group policy itself.
