hi,
i would like to copy a policy set on one computer in
a "workgroup" and copy it or import it on a different
computer in the same or different "workgroup". Thank you

You can use GPMC to perform this task.

The GPMC lets administrators manage Group Policy for multiple domains and
sites within one or more forests, all in a simplified user interface (UI)
