Group policy stop from joining a domain

I have two XP pro computers that have apparently had group policies set so
that control panel turned off, "cmd" turned off, properties of "my computer"
turned off and the RUN command turned off. I can't figure out a way to pull
these computers out of an old non-functioning NT4 domain into a workgroup so
I can then allow them to join a new W2003 domain.

I can sign on as a local administrator. Is there any way to circumvent or
clear group policies????

Any help or ideas????

Try this. Open local Group Policy via gpedit.msc and go to user
configuration/administrative templates/desktop and find the option for
remove properties from my computer context menu and set it to disabled and
user configuration/administrative templates/system/control panel to disable
the setting to prohibit access to the control panel. Also try searching for
sysdm.cpl file and try opening it. If it is not on the computer try copying
that file from another computer. --- Steve
