domain the Group Policy has not configure any policy but when I Login from
windows XP Pro I cannot use control panel, Display setting and other. when I
run the gpedit.msc on local system and disable all the policy then I can use
it. can anybody tell me what wrong in my server group policy or this is not a
policy issue.

If you run "rsop.msc" on the client with Windows XP where you experience
this behaviour, can you see if and which policy takes effect?

cheers,

The fact that you can use gpedit to change the settings in the
machine's local policy shows that those are not being changed
by policy settings in Active Directory based GPOs. If they
were you would not be able to change them.
So, you need to look for something running that is directly
changing the registry values involved.

Has the machine been scanned by multiple anti-malware tools ?
The type of restriction you mention is fairly common with malware.
