Group Policy Per User in Workgroup?

On a standalone system in a non-domain environment, is it
possible to apply different group policy/user
configuration settings for each user? When I try to
change these policies, the changes affect all user
accounts on the system, including the admin account.

For example: Can I deny one user access to the control
panel, while another user retains access?

You also might try giving deny permissions to the exempt group on the
\winnt\system32\group policy\users folder. --- Steve
