Group Policy Password Policy Not effecting

Hi,
I have configured the domain for security policy under domain group policy
to force users from changing the password every 30 days. minimum period 7
days 3 passwords remembered. and enforce password complexity with 8
characters.

The plocy is replicated on all the Domains. but the passwords are not
expiring. i mean to say the policy seems to not be working.

Following is more information.
the policy is implemented on the highest level (Domain level)
there is nothing like block policy inheritence anywhere in any of the OUs.
Password never expires check fo the users is unchecked.
I have tried using secedit /..... /enforce also but all in vain.

This will only come into effect when the passwords expire. Setting up a new
policy doesn't automatically cause the passwords to expire. You'll have to
either ask users to change password, manually check the 'User must change
password at next logon' flag, or script this.
