Group Policy on windows XPsp2 from a 2000DC

I'm running into a weird problem. My group policy editor on my xp SP 2
machine is perfect... the settings are all there, everything works, i can
check it out on another machine using the group policy management console.

So if i check the GP from the DC, i obviously don't have all the settings as
i would using the XPsp2 .ADM file... however, my 2000DC is throwing errors
claiming that it's required to tuncate policies i've set using the XPsp2
machine

i'm simply trying to create a registry key on the clients, and make windows
firewall changes.

is windows server 2003 required? i cannot seem to get my clients to update.

if i run the set of resultant mmc snap, it says that it's 'awaiting a reboot
for changes to take effect' regarding my firewall settings... and it tells
me the registy was updated, although it is not.

any ideas out there?

update... i'm only having issues with teh registry setting... can you not
push down a new key that does not exist, as opposed to changing settings on
an already established key?
