Group Policy doesn’t block Internet Access. You need a proxy or a
firewall for that.
However, if you want to trick IE, you can setup a "dummy" Proxy
setting on a Loopback Group Policy and then have it apply to users.
However, this will NOT stop any other browser like Mozilla etc.
