I react to the "Group Policy objects higher in the list have the highest
priority."

It seems to me that applications that are at BOTTOM of the list, are
installed first. Now, why is that?

We have bound all our Group Policies to Global Security Groups of
computers. We run software installation at computer-level (not user).

Our domain controllers are Windows 2000 latest patches.

Any answer would greatly be appreciated.
 
for a set of GPO's on a particular OU, the GPOs are applied from the bottom
of the list upwards. So an application installed by one GPO lower in the
list will be installed first, the ones higher in the list last. However, the
last GPO (generally speaking) to be applied wins - so if you had conflicting
settings the last applied wins. If GPO5 on OU1 sets Setting1 off, then GPO4
sets Setting1 on then Setting1 is ON.

However, within a particular GPO if you have multiple applications installed
then the order in which they were added to that GPO determines which order
they are installed in.
