Group Policy not wanted

Windows XP home and SP2. My firewall says it's on but when I get into the
window firewall windows in the exceptions tab it says it's turned off and my
network admin. is using group policy. I am not on a network and when I went
to the admin. part of windows nothing like that shows up. I read another post
that said to go into regedit and delete the windows firewall folder. I tried
that and it did not work. I also used Spybot, Adware and three anti virus
programs and came up with nothing.
I have Windows Live One care if that is relevant.

It *is* relevant that you're using Windows Live OneCare because WLOC
disables the built-in Windows Firewall. So things are working as expected.
