Group Policy not updating at workstations

I have one 2000 server - DC. DNS installed and workstation pointing to server as primary DNS. Workstation XP (tested with 2000 WS with same results). Created new user in a new OU and created a GP for that OU. Checked link and rights all fine. There is no GP at site object and disabled GP at Domain level. If user logs into server then the GP applies. If user logs into a workstation then GP is not present from the OU. Tried all the command lines like SECEDIT etc
Read all the help files and Knowledgebas
Feel Lost - any ideas

How do you know that the GP is not getting pushed to the workstation?
Have you run GPResult or RSOP.msc?
