Group Policy not applying

I am having some weird things goin on. I have setup group
policy to lock down some end users in an OU and it works
at times and other times it does not. I sometime have to
reboot several times before getting the policy to apply.
Any suggestions?

execute secedit.exe /refreshpolicy /user_policy /enforce

for user parameters and the command
secedit.exe /refreshpolicy /machine_policy /enforce for
computer parameters.

This command force the application of GPO right now. If
it's a computer parameters, you must reboot the pc.
 
We are experiencing the same issue. A user can login and
pick up the policy no problem. The next time they login
they don't get it. We think it may be something to do with
refresh intervals or hold down timers. I fyou come up with
a solution please e-mail it through and if we get an
answer will do likewise.
