Group Policy is not taking effect.

I'm trying to lock down my TS Server. I have created a new
OU, moved the TS Computer and the user accounts to the OU.

All TS user accounts reside in a group called Remote
Users. I have added this group to the security tab and
checked the read and apply group policy checkboxs.

Changes still do not take effect even after running
secedit command.

What am I missing?

The first step would be to determine if GPs are applying at all. You should
run gpresult.exe /v to determine what policies (if any) have been applied to
the user and computer. If policies are applying then you may have
conflicting settings between the various policies. Since you are on a
terminal server are you using loopback policies? There is an article on
