Group Policy for users is not updated on log on

I've setup a Group Policy on OU and it doesn't seem to update when user logs
on. When I run gpupdate /force then it is updated fine. I think that GP
should always be updated on log on regardless of other options but am I wrong?
Please advise.

Always wait for the network at computer startup and logon.
When I run gpupdate /force then it is updated fine. I think that GP
should always be updated on log on regardless of other options but am I wrong?

The GPO is only processed, if the client identifies it as new.
If the Version entry inside GPT.ini is the same, that the client
has cached inside his History, the GPO processing is aborted.
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Group Policy\History

Can you pls. help me with the following issue?
I'm setting up "Automatically Detect Settings" in IE LAN Settings on each PC
for every user using AD domain policy - "User Configuration"->"Windows
Settings"->Internet Explorer Maintenance"->"Connection"->"automatic Browser
Configuration"
The group policy appears to be applied fine. However for some users even
though they have in their IE LAN Settings the "Automatically Detect Settings"
check box checked, their IE still uses the direct connection instead of the
proxy advertised to them via DHCP. Interestingly if I uncheck that check box
manually on the problematic workstation, OK it all the way out, come back and
check it and OK all the way out, IE uses proxy. I tried to uncheck it via
domain policy, check it back via domain policy. Even though the policy
appears to work, the check box is unchecked and checked back if I run
gpupdate /force, IE does not use proxy, it uses direct connection. I just
wouldn't like to go to some of the PCs and do it manually. I hope that I gave
you enough information.
