Group policy doesnt want to refresh

Hi guys,

I am having trouble here I applied a Group policy to change everyones
wallpaper, its been 3 hours and nothing has happen yet. The user is in the
right OU that will apply the group policy. If the user logs out and logs
back in the policy will get applied. Which means that my refresh GP is not
working. The system update on the user and on the computer is set to default
meaning 90 minutes and 30 minutes offset.

I been reading that apperently that there is some GP that are not applied in
the backgroup meaning u must reboot the pc or logoff the user depending if
its a User policy or Computer policy. Is that true for the policy of
Wallpaper?

Did you apply to the computer or to the user portion of group policy?

You are correct on your policy synopsis:

"Not all types of policy are applied during a background refresh of
Group Policy. To force the re-application of all types of policy, you
must restart the computer or the user must log off and log on again,
depending on whether machine policy or user policy is being applied,
respectively."

Some first step policy stuff would be to type "set L" on the client see
which domain controller you logged into and determine if the policy setting
has replicated to that specific DC.

Also for XP clients do gpupdate /force and see if it changes the wallpaper.

Look for USERENV 1000 errors in the application log of the XP client as
well.

The issue as you describe it is likely being caused because "Not all types
of policy are applied during a background refresh ..." however I was unable
to find a list of the policies that require a reboot.

Yeah, After 3 hours with TechSupport at MS I got the same answer that
certain Group Policies do not refresh in the background. Which lends me to
another problem, which ones do and which ones don't. I know that Microsoft
does not have a list for this but I think I would be of great importance for
security reasons. I mean how dangerous is it to assume something is applied
which isn't really.

I would appreciate if Microsoft would come with this document, I know that
Tech Support supposedly escaladed it to Dev., which I am still waiting for a
answer.

Hopefully Microsoft could get me a official document on this, because my
network must be certified by the FDA (CFR Part 11) and I do not fall under
there regulations with this.
