Group Policy does not affect

hi
I am facing the GPO problem from past 1 week, before that
it was working fine. Now, it doesn't affect in some client
machines/some users. I have configured the desktop
wallpaper with a bmp file in a network share, but it comes
in a particular machine with a particular user logged in,
if some other user logs in the same machine it will not
affect. I can't understand the problem & it gives Event
1000 in DC. Pls. anybody help me.

Wallpaper policies are set Per user. So it sounds like one user is getting
the setting and another is not. Make sure that the user is in an OU where
the policy will get applied. Are other settings in the policy applying to
the problem user? If so we need to find out why that user cannot change
wallpaper?
1. Can they change the setting manually?
2. What are the event messages that you are getting on the client machine
in the application event log. What are the event IDs and what do they say?

What other policies are only set PER USER as opposed to COMPUTER? We have the same problem when setting Screen Saver information. It won't run when set in COMPUTER policy on when set in USER policy.

All the users are in the same OU where the policy is
applied. No other settings in the policy are applying to
some user. If the same user sits in another computer he
will be getting the policy with full effect. I can't
understand why if one user sits in a computer not getting
the policy and the same user in a different computer which
is in the same network is getting the policy affected. If
policy doesn't affect, user can definitely change their
setting in the wallpaper or anything which is in the
setting of the policy.

Events coming in the client machine are:
Event 5788 Source - Netlogon
Attempt to update Host Service Principal Names(SPNs) of
the computer object in Active Directory failed. The
updated values were HOST/<hostname.domainname>
& 'HOST/<hostname>' The following error occurred. The
specified server cannot perform the requested operation.

Event 1000 - it is showing so many messages with the same
Event ID. Source - Userenv
message 1
Windows cannot establish a connection to <domainname> with
(0)
message 2
Windows cannot unload your registry file. If you have a
roaming profile, your setting are not replicated. Contact
your administrator. DETAIL - Access is denied, Build
Number ((2195))
message 3
Windows cannot query for the list of Group Policy Objects.
A message that describes the reason for this was
previously logged by this policy engine.

No user has roaming profile in the domain. I have made
disable the registry editing the GP setting.

It sounds like that client may have a DNS issue. Please make sure that it
is pointed only to the domain controller for DNS. make sure that you are
getting a 1704 event in the application log. This means that the group
policy is being applied. Once this issue is resolved and the policy is
getting applied I think the screen saver settings will work.

You can enable this logging to attempt to find out why the group policy is
not working and if it is finding a domain controller to apply policies from.
