Group policy basics

Hello,
New to AD and group policy.
AD seems to be working fine.
As a test of group policy, I thought I would set
up a policy to have some users have www.yahoo.com
as their home page and some users have www.google.com
as their home page.
I have created a group policy object YahooHomePage and
a GoogleHomePage, each set with the appropriate home page.
How do I add users to each group?

Is the key here I need to set up OUs? (I have none set up so far).
I saw when I set one up as a test, I had a group policy tab.

First of all: group policies do not apply to groups. I know, the name is
sort of confusing.

You will have to link your group policies to OUs that you newly create.
Into this new OU, you put your user accounts (and/or computer accounts -
depending on the kind of policies you link to it).

Just try it and let us know if it works...
