Group Policy and/or Registry change to Turn off Pop Up Blocker Man

I utilized article 'How to configure the Pop-up Blocker on a computer that is
running Windows XP Service Pack 2' to turn off the Pop Up Blocker Mangement.
I set a Group Policy to Turn off Pop up Management by going to User
Configuration, expand Administrative Templates, expand Windows Components,
and then expand Internet Explorer. This did not work I believe because when
I go to IE |Tools | Internet Options, Security Tab, the Check box to enable
Pop Blocker is still checked. Also, the Option to Turn Off pop up blocker
under the IE tools menu is still an option, I would think that it would show
Turn On pop up blocker if the policy was working because it would be
currently off. I also applied the Group Policy to Computer Configuration,
Admin Templ, Windows Components, IE, Turn off Pop up Management. And, I also
edited the Registry HKEY_LOCAL_MACHINE\Software\Microsoft\Internet
Explorer\Main\FeatureControl\FEATURE_WEBOC_POPUPMANAGEMENT and change the
value to 0, turning it off. Currently I have all three changes running but
cannot tell if Pop up Mangement is turned off. Is there another way to find
out if it is or is not running? Are there any other procedures to follow to
turn off Pop Up Management?
