group policies are applied only to clients in the same vlan as the pdc

We have multiple vlans setup running windows 2000 active
directory. only the client machines located in the same
vlan as the domain controllers are able to acquire group
policies from active directory. the users and the
computers have been added to the ou. i am stumped.
 
Without any knowledge about your set up it sounds like
there is no route from the VLAN's the machine are on to
the VLAN the servers are on or vice a versa. Check your
switch.
