Grou Policy user install looping

I have created an OU and applied a policy to that OU that
will allow a said amount of users to install a program
using MSI. I enabled "install using elevated privileges"in
the two places that need to be set and applied the
installation to the "User Configuration->software
installation".

The use can see the installation in his\her add\remove
programs list and can start the installation. The issue is
when the install is finished and WI is removing the backup
files the install starts all over again so it kind of
loops never ending.

I have verified that the installation works with out Group
policy.

Any one have any ideas?
