Grid resolution

Assume, for the sake of argument, the grid/snap/etc is too coarse.

Is there a way to any of the following
- Grid tighter than 8 marks per cm
- disable the snap move (not the actual snap setting...but the irrating
feature
of moving a little bit then jumps a big bit...nudge/ctrl nudge is not
much better)

ie I want to be able to move a shape in uniform increments that are smaller
than current non uniform increments.

As far as I can tell, the minimum movement can be set to 1 mm, just type in
the measurement in the box.
Alt+drag disables the snap though.
 
I believe you can hold down the Alt key and move the object anywhere you like
to temp disable the grid.
 
Alt, Ctl, Shift all behave like nominal (non uniform movement).
Is there some secret setting to enable uniform movement
