Grey box for "frist day of the week"

I am trying to set the first day of the week in outlook 2002 but the
field is grey and locked (meaning it will not let me change the
day)... how do I get the it to unlock so I can make the change????
 
I cannot say why, although the following is a suggestion (copied from a
different problem)...
