Please get a responsible adult to ask your question since I haven't a clue
what you're on about.

Were you 'encoding' or 'encrypting'?
Sounds like you have EFS going on a Windows XP Professional (or superset)
operating system.

Can you please give the exact text - word for word - of the message you are
seeing?

"enconding"? Was that supposed to be "encoding"? If so, encoding
WHAT?
& i chang my windows

So how do you "change" Windows? Installed a different version? Get
some Windex to clean them? WHAT?
& they arnt open

And the reason you chose not to actually provide the details of that
error message would be? Ask your parent or teacher for help. If you
can read better than you can write, read the following articles:

As you are posting from Iran, it doesn't matter if English is not your
native language. You provided far too little information and didn't
convert to English very well. You might want to write your question
in your native language and hope that another reader knows your
language to provide an answer but provide more details than you did
here.

As others have pointed out you post is difficult to understand.

If by "enconding" you mean encrypting and if by "i chang my windows" means
you reinstalled windows then chances are access to those encrypted files is
probably no longer possible. The following links my be useful to you if you
intend to use Microsoft's Encrytpting File System.
