What is going wrong?

Is it an LCD? If so, you've got dead pixels. Nothing you can do unless the
monitor is under warranty and you have enough dead pixels for the company to
agree to replace it. Some have a 1-pixel warranty, others require quite a
large number of them before they agree that it's a problem.

Can you give a better description. How many? Move - don't move?
Always in the same spot even after you re-boot?
Always in the same spot no matter what programs are open?

If they're always in the same spot no matter what, do the following.
Press the print screen key.
Open MS Paint and paste in the screen capture.
Is a set of the green dots captured in the screen capture?

Is video integrated on the motherboard or is it a separate card?

If it's a separate card and you can capture the dots with print screen,
something (a program) is writing data to the screen. I think you should
look at the Processes tab in Task Manager.
