Apparently windows automatically upgraded the video on my computer so that
it looked much better, however, after i reinstalled windows after wiping the
harddrive this upgrade didn't download again and the graphics on my computer
suck again. How can i get this upgrade for my computer? Thanks.

The reinstall probably corrupted the driver for your graphics card. You
might check the card manufacturer's website for the latest XP drivers for
your card.

I did install the latest drivers earlier, unistalled and reinstalled
multiple times. I'm using a dell laptop, if that makes a difference. The
image is clear just low quality like less pixels per whatever, if i make the
screen size larger this shows up much more clearly and the graphics really
suck.

Do you have clear type turned on? Open Control Panel, open Display, go to
the Appearance tab, click Effects and be sure Clear Type is enabled. If it
is, the only other thing I can suggest is to check with Dell, their website
and tech support.

Nevermind, windows is saying the devise isn't working properly and says
there was a problem with hardware installation when i start the computer,
and i can't install the driver from the manufactures website it says
improper hardware or something.

It would appear, your only option at this point is to contact Dell.
