graphics/video card suggestion

I know nothing about graphics/video cards.

I just bought a new Dell (P4 2.4G HT) and I want to buy a graphics card that
I can use to convert my digital video over without having it skip frames and
would also like a tv out. Any suggestions?

What are you converting your digital video over to? What video card
is in your Dell? Does it have an AGP slot?

or spend a few extra and get the ATI 9800 All in Wonder

If you are editing DV over firewire, you really don't need an All In
Wonder card, just get the regular card with TV-Out and save many
dollars.

My intention is to convert the digital to the highest quality and store it,
then change it to MPEG 2 or 4 for streaming and also making DVDs for the
family. I still have a lot to learn. I tried converting on my old computer
and there were so many skipped frames it was horrible.

The Dell has a ATI Rage 8mb XL and it has an AGP 8X slot. We are thinking
we are going to use this box for digital video conversion and as our media
center.

Stop. Back up. Digital video conversion? I think that there's a
difficulty with terminology here. Digitial video doesn't normally need any
conversion in order to be used on a PC. Either you're trying to do
something unusual, you're using "conversion" to describe a process that is
normally known by a different name, or you have some misunderstanding of
the process by which digital video gets into a computer (I think those are
all the possibilities).

Could you start at the beginning with the nature of the recordings (not the
content but the media and format and what kind of recording device was used
and what kind of playback device you have) and then explain in a bit more
detail how you want to use them? If you do that then you're likely to get
answers that are much more useful than you will with the little information
that you've given so far.
