Is there a pgm that will display thumbnails of all graphic files in a folder
and all subfolders, to make it as easy as possible to find a particular
graphic within a hierarchy of folders?

IrfanView can do this (among loads of other image processing and viewing
stuff). I think IrfanView is the longest surviving piece of freeware on my
computer.

How do I use IrfanView for displaying all graphic files in a folder AND ALL
SUBFOLDERS?
In one operation.

Picasa. <http://www.picasa.com/picasa/>

Directory tree view on the left and fast (once it scans) thumbnails on
the right.

Sorry, missed out on the "in one operation" part! :) You can't with
IrfanView (unless someone knows a way to do this?).

TrackerV3, http://www.trackerv3.com

In the lower pane panel, use the Find files box (eg *.png | *.jpg | *.gif).
In the main pane menu, choose View > Show Columns > Thumbnails. The output
view of thumbnails can be sorted by name (etc), aside from their respective
subdirectory locations.
