only web browsing for an hour the temp is now 70 deg C

It is a fanless wonder. Why not take an 80mm fan and point at the side of
the card ? I had another kind of fanless wonder, like you bought, and it
wasn't completely stable, until I mounted a fan next to it. Now it'll
play games all day long.
To mount a fan, I buy a piece of aluminum angle-iron (L shaped cross
section), and drill one hole in the end. That hole lines up with the
screw that holds a PCI slot cover in place. If you position the
hole in the angle iron just right, then install the screw, it holds
the bar in place. Then I suspend my 80mm fan from there, with some
nylon tie-wraps. The fan takes the same orientation as a plugin
PCI card would, and sits right next to the AGP slot.
Another possible solution, is an aftermarket cooler. But the AGP versions
of cards, make it hard to find a good solution. The reason why,
is the HSI bridge chip, near the video card connector. When you
fit an aftermarket solution, if has to take the HSI into
account. You can see what happens here, with a VF700, for example.
As a consequence, there aren't a lot of good solutions for AGP versions
of cards.
