graphics card fan problem

hey, yesterday the fan on my graphics card just started making a lot more noise than usual. And i dont think its an issue with a silencing feature malfunctioning because now my pc runs slower and it sometimes resarts when i'm booting it up. Does anyone know how to fix this problem.
My specifications are:
ATI RAdeon 9600
Internal DAC (400Mhz)
256MB
Any help would be appreciated, thanx.

I bought a second hand one of this type from Flop's . They are brilliant , almost 100% silent and they blow hot air out of the case .
