Thanks. Not neccessarily. For a cash strapped NGO project on imroving
collaboration & coordination in the "homelessness system" of a geographic
area. I want to "visualise" now & after states.

You could try Cormas <http://cormas.cirad.fr/en/outil/outil.htm>. Here
is the intro:

"Cormas is a programming environment dedicated to the creation of multi-
agent systems, with a specificity in the domain of natural-resources
management. It provides a framework for developing simulation models of
coordination modes between individuals and groups that jointly exploit
common resources."
