Graphic card performance

Hi.
I use PaintshopProX for graphics, photos, drawing etc.
I have a desktop PC Celeron, WinXP that had 512 mb Ram
I found it to be sluggish so went through a lot of trouble and expense
upgrading.
I now have 1Gb Memory , 2 hard drives, Oodles of free space on both but
although everything else seems to be generally faster, it didn't make any
difference to PaintshopPro.
So I installed a Graphics Card GeForce FX5500 256 mb DDR memory. AGP 8x,
It's got Nvidea and DirectX (what ever they are)
That still hasn't made any difference, and no better at all.
Do you not think this is odd?
The symptoms are, when I use the tools in PSP, I always get the hour-glass
on my pointer, even simple ones like the paintbrush.
it's not slow but there is few seconds delay which is off-putting (and the
hour-glass gets in the way) Saving takes an age so I have to turn off
AutoSave so as not to interrupt in the middle of an action.
But also having added the graphics card I would have expected a difference
say for example on my desktop Icons, or text. They seem very odd. the Icons
are more jagged than they were before, and text , say in web pages or
desktop or window titles seem to be bold and also seem to have the bottom
edge cut off slightly, in other words not smooth.
I have a 19" and am using the recommended resolution 1280 x 1024,
Can anyone give me a hand please.

You don't say if this is a TFT/LCD monitor. Some value LCD's are just
not
suited for this type of work.
 
Also check PSP for any updates.
Try Msconfig, disable all non ms startups and re test PSP performance
