Granting Access to Password Settings

I am trying to allow our help desk to mandate a password change on next
login. Can someone point me in the right direction on how to do this.
I am a Cisco guy, who is pretending to be an MCSE.

I should mention we are using Windows 2003 server. The help desk
currently has the ability to reset passwords. I am just looking to let
them force the password change.
