GPSecApp.log in root of C:\

This file is on all of our machines logging group policy
implementations. It's getting bigger and bigger on
everyones hard drive but I cannot find information
ANYWHERE about this file nor how to disable the logging
feature. Does anyone know what this is? And more
importantly, how can we stop it from logging?

I could not find a single thing on this in our internal databases. I even
searched all previous issues and it came up blank.

All I could find is some google posts:

Perhaps handle.exe or a tool such as process explorer may give you an idea
what is creating the file? You can also enable auditing to figure it out.

If you happen to find out what this is could you let me know? I really don't
think it is MS Software creating this file.
