GPOs and Service Packs

Half of my network has an older version of our baseline
image without Windows 2000 SP4 and half has the Service
pack. I have implemented a GPO to install the service
pack to those without it, however, whenever we bring up a
new client with our new image, there is an half hour delay
while the GPO re-installs SP4. My questions is this: How
do I get either the GPO or the client workstation to skip
loading SP4 onto those workstations that already has it.
Is there a key I can set? Suggestions are welcome.

create a new OU under the current OU and place the
computers that do not have SP4 in then into this new OU.
Create a GPO for this new OU and add only the SP4 portion
to it. therefore to the set of computers with SP 4 only
one GPO will apply and to the set of computers with out
SP4 two GPO will apply
