I am trying to apply a GP for the password policies at
the user level, but the one that I see is to apply to the
computer only.

Anyone has an administrative template in which I can
apply the GP at the user level?

There are no password policies in the User Configuration node. Also, you
need to use the default domain policy in order to manipulate the account
policies for domain users. You can find the password policies at: Computer
Configuration | Windows Settings | Security Settings | Account Policies |
Password Policies.
