GPO to Enable Remote Access Permission

How can I enable thousands of user accounts for Remote
Access Permission (Dial-in or VPN)?

We are currently in Mixed-Mode and understand it would be
enabled by default in Native, but we arent ready to switch
and even if we did, it wouldnt change the pre-existing
accounts, right?

I cant find a way to enable them using GPO...is there
another trick for mass user account enabling?
 
Can't you modify your remote access policy so that access is controlled
by group membership rather than depending on the dialup access switch?
