Is there a way to ensure a service is started through GPO?
I can do it through a startup script on the OU but suspected there may be a
better alternative.

Any help appreciated.

Each OU also has a services node

Computer Configuration - Windows Settings - Security Settings - System
Services

with that you can define the startup mode
