gpo processing squence and priority

GPO A and GPO B link to same domain, GPO A on top of GPO B
if there is conflict between GPO A and GPO B. will the
setting in GPO B overriden GPO A ?

the processing sequence will be from GPO A than GPO B.

it's confusing saying GPO A has priority....and the
priority mean only priority in processing sequence, or the
GPO setting....
 
The GPO closest to the user or computer will apply (unless you had
specified "no override" on a higher level GPO). If you have multiple
GPOs attached to the same OU (or domain as in your case) the GPOs will
be processed from bottom to up in the list. Which means if the lower
GPO sets background to gree, and the higher GPO above sets background
to blue. The user get a blue background
