GPO over VPN

No matter what I try GPOs will not download over my VPN connections. I've
turn off slow link detection all together and it still does not work. The
users can login fine but when the machine attempts to download polcies
userenv.log logs the following:

"ProcessGPOs: DSGetDCName failed with 59."

The error 59 message means "An unexpected network error occurred." I the
typical troubleshooting steps for GPO over VPN issues but none of it seems to
work. Pinging is also allowed to and from the DC over the VPN, so this is not
the issue either. Any other ideas?
 
ICMP (Ping) requires very little reliability. Try doing some diagnostics
using RPCPing, NetDiag, and DCDiag.
