GPO issue

I'm having issues with GPO's sometimes applying correctly
and then sometimes not. I have a native 2000 AD with 2000
clients, with all current service packs. I have run
netdiag and gpresult and everything seems to look fine. In
the userenv.log file I receive the following:
USERENV(a0.428) 10:41:17:998 ReportEvent failed. Error =
1502
USERENV(a0.428) 10:41:18:008 ProcessGPOs: Extension
Scripts ProcessGroupPolicy failed, status 0x3.

But in the event application viewer I receive:
Security policy in the Group policy objects are applied
successfully.

But not all of my GPO's are applied, and I only have 3.
One at the domain level and two on the OU. I looks like it
is possibly only on the OU level.
 
This log shows a machine is trying to process a startup or shutdown script
and it cannot find the file. Group policy client side extension Security
ran fine, but Scripts did not.

Locate the Scripts folder for each GPO in SYSVOL and verify that the scripts
that are configured to run have been replicated to the domain controller
used as the source for policy.
