GPO behavior?

The only way gpo's are being re-applied is if I type "gpresult /enforce" ,
even after a reboot. has anyone seen this?
 
GPOs are only processed normally if they have changed since the last
processing cycle, unless you force each Client Side Extension to process on
every refresh.
