GPEDIT.MSC not keeping settings

Hey gang!!

I have a W2K SP3 server and whenever I change settings using GPEDIT.MSC,
they won't stay. For example, I run GPEDIT.MSC, I go to Computer
Configuration -> Administrative Templates -> Windows Components -> Internet
Explorer. There, I change "Make proxy settings per-machine" from NOT
CONFIGURED to ENABLED. Feeling quite chipper, I click the X to close
GPEDIT.

I immediately go back in to GPEDIT to check my new setting, and low and
behold, it's back to NOT CONFIGURED!!

Why? What gives? What can cause this?

Check your permissions in c:\windows\sytem32\grouppolicy.

Make sure that the system and admins have full control.

OK. First off, don't know if it makes a difference, but I blew away the
"Administrator" account not long after install. This is my Citrix server
and I read something about getting rid of the account after creating
another account with Adminstrator authority. So that's what I did. Mind
you, on Workstations I normally just rename the Administrator account.
Could deleting this account be an issue?

Also, the account that was created with Administrator authority does in
fact have total security rights to c:\winnt\system32\grouppolicy. But so
does EVERYONE. How can I lock this down to only Administrators?
