GP Settings Remain

Quite some time ago, I used Grop Policies to lock
down some computers fairly tight. So much so, that even
administrators cannot install or uninstall programs. I
cannot open the MMC to attempt to change the Security
Template on the local workstation or edit the registry.
All of this after removing all GPO links and even if I log
on locally as an admin. I am stuck and need your help, any
sugestions you can provide would be gratly appreciated.

What error do you get when you try to open the MMC? That's some pretty tight
lockdown if you can't open it. The challenge is that security policy is set
on the local SAM directly so if you can't get into GPedit.msc, then you'll
have to undo that policy using other means, such as command line scripts or
utilities. You could also try using secedit.exe to apply one of the default
out-of-the-box security templates (.inf files) found in
%windir%\security\templates. Try applying "setup security.inf" which is the
"out-of-the-box" security config.
