got rid of windows mnsg; now msn 6.1 won't run

I'm getting this message:"We were unable to sign you
into .NET Messenger Service, possibly because of a
problem w/ the service or your Internet connection."
there is no problem w/ either.

as per Manikandan of 4/10, i have deleted the 'hide' from
the msmsgs= line in inf|sysoc.inf file; had already
unchecked the Windows Messenger; and

as per Jonathan Kay of 4/11, unchecked 'allow windows
messenger to run in background'. (there was no box to
uncheck re 'run this program hen windows starts' or its
equivalent. also in norton's a/v unchecked 'msn instant
messenger'.

i was able to get onto msn messenger when i first did it
but when i rebooted, it gave me the message at top.

with both messenger programs owned by microsoft, why oh
why is this allowed to happen??? :-(((

PS - now when i load outlook express and/or Outlook,
windows messenger icon pops up (after all the above) and
i am able to sign in, although a second later, a pop-up
tells me i was unable to sign in because the service is
temporarily unavailable (even though it is running!).
