Google Toolbar Does Not Appear on IE6 SP2

I've been using google toolbar, which simply wouldn't appear after I
installed SP2. I tried to re-install, but it never appears on the taskbar.
When I click View>Toolbars, "Google" is dimmed in the drop-down menu.

Uninstall SP2.
Uninstall the Google toolbar.
Reinstall SP2.
Reinstall the Google toolbar.
(In that order)
