I got a "not found" for that URL.

It's working now. It's kind of a slow connection.

Speed Reader V2
http://www.cybia.co.uk/reader.htm

If you have lots of plain text files on your hard drive then you
will know how frustrating it can be sometimes to open them all
individually to find the info you are looking for. This handy utility
will help you to quickly browse through your drives and folders
and display the text files with just a few clicks. Simple but
effective.

Although originally made for text-only use, this updated version
now adds a basic image viewing feature. It's not meant to be an
all-in-one media browser but it will provide you with fast access
to some of the most commonly used image formats. Graphics can
be viewed either full-size or "tiled" for handy testing of small
seamless
textures.

The program supports many formats including *.jpg, *.png, *.bmp,
*.psd, *.tga and more. Please note that you may see error messages
if trying to load corrupted image files, or graphics labelled with the
wrong extensions, or unsupported compression modes (LZW Tiff's
for example). Paintshop Pro (*.psp) format support has been disabled
for now due to incompatibility with the latest version. Gif files are
NOT supported due to the current licensing terms with Unisys.

The download file is on about 601Kb large

Tom's eTextReader 1.8.3b:
http://pws.prserv.net/Fellner/Software/eTR.htm

This program lets you read plain text files - e.g. eTexts as provided
by Project Gutenberg - in a book-like manner. Window size, font style
and font size are selectable; page breaks are inserted automatically.
You can set bookmarks, find words or phrases, or edit the text with a
simple internal text editor. A table of contents can be created
automatically. 'Find text in files' tool, page history as in web
browsers, and other new options. RTF and HTML files may be imported
and selected files can be opened from zip archives.
UPDATE: The beta version 1.8.3 includes text import from MS Word
files, OpenOffice/StarOffice Writer files and simple XML files,
fullscreen mode, a clickable progress bar, redesigned menu and
options, more color options, extended font size range, and other
improvements.
