I have found the very small (under 1 meg I think), completely self contained
(no registry entries or common dll files) browser, OffbyOne to be quite a good
offline viewer of html files. It shows fonts, layout and graphics, and launches
and renders a lot faster that the `big' browsers such as IE, or firebird.
As a real web browser, offbyone can be slow displaying complex pages, but
not if the files on local. One clarification: use a full spec for the file to
display:
Oby1 file:///c:\programs\somefile.html
