If it is a retail Windows XP Home (big green cardboard box, bought
separately from the PC) then yes the license is freed as long as you do not
do an upgrade install but actually do a clean install.
If your Windows XP is an OEM version - supplied with the PC , and probably
preinstalled by the vendor of the PC, the disk may actually say OEM on it
etc, then No.
OEM licensed product are only for use with the original machine they were
supplied with hence the much lower price.
The license to use it dies with that machine and they may not be
transferred.
